Rules for Legacy Baseball
BASEBALL TOURNAMENT RULES
AGE DIVISIONS:
9U-18U Age divisions are based upon player’s age as of May 1st year 2022, league age. Example- 12U players cannot turn 13 prior to May 1st 2022 to play in that division
Players may play up 2 ages, but not down in age. Players may only play on one team during a tournament.
REGISTRATION
All teams must register through Legacy Sports Team registration. All teams will be required to have an updated roster and a copy of Team Insurance Coverage loaded to website 24 hours prior to tournament starting. Teams will be required to have proof of age with them onsite with a copy of either Birth Certificate, State Issued ID card or Passport. Any team knowingly using illegal players shall be subject to discipline ranging from forfeiting a game, tournament disqualification and suspension from all Legacy sanctioned tournaments for up to a year.
- All roster questions will be treated as a protest and will require a $50 protest fee. If you win the protest you will receive your money back.
- The following penalty(s) could be placed on a team found to break roster rules. The penalty is up to Legacy Sports Director of Baseball
- Player or players disqualified from the tournament
- Forfeit of games (All fees are lost)
- Team disqualified from tournament (All fees are lost)
- Manager suspended from future Legacy Tournaments
NO PARENTS ARE ALLOWED TO QUESTION ROSTERS OR RULES. MANAGERS ONLY!!!
PITCHING LIMITATIONS
9U-12U = 6 innings in a day and 8 in the tournament
13U-14U = 7 innings in a day and 8 in the tournament
A PLAYER THAT PITCHES MORE THAN THREE (3) INNINGS IN ONE DAY MUST HAVE A DAY OFF
One pitch in a new inning is considered a full inning no matter how many outs. Violation of this rule will result in the pitcher being removed from the mound. The manager will be ejected from the game and cannot participate in the next scheduled game. Scorecards that are signed by each manager at the end of the game will also be used to determine pitching infractions, make sure when signing them the score and pitching is correct. Teams must monitor the opponents pitching and report any violations.

DISTANCES: 9U-10U= 46’ MOUND/65’ BASES, 11U-12U 50’MOUND/70’ BASES, 13U 54’MOUND/80’ BASES 14U-18U 60.6’ MOUND/90’ BASES
COLLISION RULE HOME PLATE: If a defensive player has the ball in hand ready to make a tag, the offensive player must apply one of the following
- Proper slide going into the base
- Go around defensive player
- Give your-self up
- Go back
LINE-UP OPTIONS:
9U-18U
- Bat 9 Players
- Bat 10 players using an Extra Hitter. The EH is considered a defensive player and may switch in and out defensively.
- Bat entire roster- Free defensive substitution. If a player is injured or ejected, that spot in the batting order is an automatic out.
Starters may re-enter one time only in their original batting order.
A DH may be used for 15U-18U. Team can bat nine players or ten players in lineup and designate a hitter for any position player.
COURTESY RUNNERS:
Courtesy runners are allowed at anytime for both the Pitcher and Catcher. The courtesy runner must be a player who is currently not in the lineup or if all players are in lineup the last batted out. A courtesy runner may not run for the Pitcher or Catcher in the same inning
BAT REGULATIONS:
9U-12U USSSA Stamp, Wood and USA Bat Stamp Acceptable
13U Open Division minimum -8 USSSA Stamp, USA Stamp, BBCOR or Wood
13U Elite minimum -5 USSSA Stamp, USA Stamp, BBCOR or Wood
14U- BBCOR or Wood
15-18U Wood or Composite Only
Teams playing up in age must use bats for the age group they are playing in.
Penalties for Illegal Bat Usage
If a bat is found to be illegal after a fair ball is put in play the opposing coach has the option to decide to take the outcome of the play or the take the penalty which results in batter being out and all runners returned to original base. If a second infraction happens the Manager of the team will be ejected.
If the bat is found to be illegal before a ball is put in play the bat will be removed from the game and team will be warned. If a second bat is found to be used in game the Manager will be ejected.
TIME LIMITS:
9U-12U will play 6 innings with no new inning after 1:45
13U-14U will play 7 innings with no new inning after 2:00
15U-18U will play 7 innings with no new inning after 2:15
Teams must be ready to play 15 minutes prior to scheduled start time.
No time limit for championship games
TIE GAMES:
In pool play games may end in a tie. In elimination or championship games that are tied the California Tie breaker will be used. A runner will be placed on second base to start the inning and the game will be played out till a winner is determined.
RUN RULES:
15 run rule after three innings and 8 run rule after 4 innings in 6 inning games
12 run rule after four innings and 8 run rule after 5 innings in 7 inning games
HOME TEAM:
Home team will be determined by a coin flip prior to game. Coaches may do coin flip prior to umpire meeting. In playoffs if applicable higher seed is home seed.
METAL CLEATS
No Metal Cleats will be allowed at Legacy Sports Park for tournament play.
PROTESTS:
All protests will be ruled on immediately by the tournament director and umpire in charge. Only a rules interpretation can be protested not a judgment call. A $50 fee is required to protest and fee will be returned if protest is upheld.
INTENTIONAL WALKS:
Intentional walks may be issued without the pitcher having to throw a pitch. The defensive coaches just need to announce to the umpire the intention to walk the batter.
MISSED BASES:
Requires an appeal play
EJECTIONS
Any player, manager, coach, or parent ejected from the game or after the game is concluded will be subject to an additional 1 game suspension to be served at the next scheduled game. Ejected players, managers, coaches, or parents must leave the immediate area of the ball fields immediately. Managers are responsible for the conduct of their players, coaches, and parents.
Only Managers are allowed to have discussions with umpires. If an assistant coach or parent argues with an umpire it is immediate grounds for ejection.
A dedicated manager will be established at the plate meeting. If the coach attending the plate meeting is not the designated manager it is up to the coach to identify who is the manager.
MALICIOUS CONTACT:
If the umpire in charge of game judges that there has been malicious contact initiated by a player, the offending player will be called out and ejected from the game. It will be up to the umpire to determine if the act was malicious but leaving your feet or jumping over a player to avoid a tag will result in an automatic out.
TRASH:
All teams will be responsible for cleaning all trash up from their dugout before they exit the field.
FOUL BALLS:
All foul balls are to be retrieved by both teams. Please retrieve all foul balls that are hit to your side of the field.
REFUND POLICIES:
In the event of a tournament being canceled by weather or any other unpreventable occurrence, every effort will be made to complete the tournament at a later date. Schedules may be changed and games may be shortened to get the tournament in to the best of the hosts ability. If the tournament is unable to be played credit will be given towards a future event. All teams requesting a refund outside of 30 days of the tournament will incur a $25 administration fee. No refunds if requested inside 30 days.
RAINOUT POLICY:
No games played: Full refund minus administration fee or credit to future tournament.
1 Game started: 1/3 refund or credit towards future tournament
2 Games started ½ refund or credit towards future tournament
3 Games started no refund
SUSPENDED/COMPLETE GAMES:
6 Inning game= 3 innings or 2.5 if home team is ahead or 7 inning game = 4 innings or 3.5 if home team is ahead will constitute a complete game during inclement weather or lighting failure. If 3-4 innings have not been completed the game will resume where it was suspended.
FORFEITS:
Will be scored as 5-0 win for the team that does not forfeit. Team that forfeits will automatically be seeded as lowest seed in determining pool standings.
